Elected and official members of the Jamaica Legislative Council rejected a proposed change in the Jamaican Constitution, offered by the British Government, that elected members should have a permanent majority in the Council, with the appointment of five members by the Government and Executive Council. The fear was expressed that successive Governors might exercise over-riding power in certain matters and be supported by the Colonial Office.
