DIFFICULTIES OF ISOLATED DISTRICT. ENGINEER'S PEPORT TO LOWER HUTT BOROUGH COUNCIL. In accordance with the instructions of the Lowe.? Hutt Borough Council, itha borough engineer (Mx B. A. Gurnbley; submitted the following report deeding with the sewerage and water supply at the Tirohanga Estate, to the council last might. SEWERAGE. "The district is an isolated one entirely cut off from the rest of the borough by a considerable area of unoccupied ground and' were sewerage .installed it could only be under an entirely separate system with its own method of dealing with the sewage. There is,' as the council was aware, a drainusje reserve running through the estate from the lowest portion of it at the extreme southerly end to approximately the highest portion of it, still at the extreme southerly end; as those properties which at present require sewerage connections are situated towards the northerly side of the estate and at about half-way between the lower level and the higher, the above-mentioned drainage Iraserve cannot ,bo used for laying > the main sewer; in consequence of this the main sewer must bo laid along Princes road and along Western Hutt road. Botli of these roads are a,t present narrow and badly in need of regrading. In future it is highly probable that consideaible alterations will be made to either or both of them and these alterations mar necessitate extensive alterations to the sewers. I estimate that-, (a) Approximately -45 chains of sewer would he required to serve four ratepayers, and (b) approximately 30 chains to serve three ratepayers; portion of this sewer would be expensive 'to construct in that being on a steep grad'e it would require a scries of ramps. In case 4a) the cost I estimate would be .£11(K). In case (b) the cost I estimate would be £750. WATER SUPPLY. With regard to the question of water supply the case is s'ltghtly different in that thero are not the difficulties of construction to contend with, but as an offset to the difficulties we have the fact tlittt the main if installed must be linked up with the existing system. The nearest points to the estate where water mains are available for connecting to are : (a) The eastern side of the Melldng bridge; and (b) the end of the present main about nineteen chains away on the Western Hutt. road.

To connect with (a) would be impracticable owing to the fact of the hecessitv of crossing titoe Moiling bridge. There remains then only the end of the main on the Western Hutt road. Were a main taken from this point, in order to servo four consumers, the cost would be .CI2GO: in order to serve three corfsnmers the cost would be ,£B6O. In forming tho above estimate I have been greatly hampered by the absence of the standard plane and on that account the estimates can at, best be only approximations, but I think you will find that they are close approximations.
