It declares that the concealment of unfavourable news can no longer be tolerated. There has been too- much secrecy about tho military operations, in. Mesopotamia. Permanent occupation will- involve continuous warfare, which is-moro- costly than frontier opcratons. The cost of the latter is defrayed by the Indian Exchequer, whereas*tho adventures in Mesopotamia and Persia are chargeable to tho Homo Budget.
