* AND GRADING SCHEME. PROPOSAL TO FORM A TEACHERS' union; ("By Telegraph—Special to “Times.”) MASTERTON. Juno 12. Tile special meeting of the Masterton Teachers’ Institute executive, held at Masterton to-day, was mainly occupied in consideration of the proposed alteration to the grading system as the motions indicate. These alterations did not meet with the general acceptance. The following resolution was carried: —“That, this meeting concurs with the grading conference in reaffirming its confidence in the principal of the old grading scheme, and is therefore the. more . surprised that the conference’s own amending proposals arc so drastic in character as to constitiito a rejection of the established system of the two cardinal features of the new proposals—the scheme to increase the quota and the reduction o) the marks for attainment —this meeting is of opinion that they are both prejudicial to the success of the grading system and inimical to the welfare of the teaching profession, and therefore of our primary schools. It hopes that upon review, the department will revert to the main lines of the old scheme, which has now obtained wide acceptance.” . It urns decided —“That this branch wishes emphatically to dissociate itself from the strictures passed upon the grading system by the Auckland teachers, and to place on record its appreciation of the courageous and judicious effort—-at last successful—of the assistant-director to have the Auckland teachers graded on a basao which was fair to the remaining teachers of the Dominion.” ■ .
