Dr Berriedale Keith, replying to Mr Theodore (Premier of Queensland), states that the Queensland Constitution rests on usage. In swamping the Upper • House the acting-Governor acted unconstitutionally. With, regard to. the referendum, Dr Keith says that when the leases legislation was rejected the Goverment initiated a referendum, but did nan proceed, with it, and asks: “Is ‘it unfair to suggest that the Government distrusted the popular verdict on this measure of repudiation?”'
