Louwers, of the Colonial Department, are now in London negotiating with Lord, Milner in regard to the ex-German territory in East Africa : known as Tanganyika. It has been arranged that the ex-German provinces of Ruanda, and TJrundi shall be included in the Belgian mandate, but certain transit problems have not yet 'been settled, including, arrangements for transportation alone the section of railway between Tabora and the coast at Dar es Salaam. • '
