PAPER SHORTAGE
STATE DEPARTMENTS TO EXERCISE ECONOMY. In view of the prevailing shortage of paper, stated tho Prime Minister to a 'Times" representative yesterday, the heads of all the various State departments had been circularised, instructing them to cut down tho use of paper as much as possible.
