000 tons monthly, or twenty million tons yearly, as compared with 73-jS miliion tons exported in 1913. Coal exporters declare that the result of the increase on Homeward freights will detrimentally affect the rates of exchange and increase Homo prices. The Government’s policy, however, is aimed at meeting the needs of the Home consumer and keeping industries going, so that manufactured goods on a ultimately fill the cargo space hitherto occupied by export- coal.
