Itonkin,- Minister for the Interior, in a speech, said that Belgium should have a well-organised army, callable of preventing, a. disaster, worse than that of 1914. Under the. .military arrangements of the Allianeo, Britain and Franco ought to furnish Belgium with the means of defence, but their materialisation -was uncertain. ' .
