The "New York Times'' learns from Tokio that Barcgi Hayashi, the ne'lvJapanese Ambassador to Britain, "will take up negotiations for the renewal of the Anglo-Japanese Alliance as sooii as he reaches London. Japanese publicists who support the renewal of tho Allianco say that modifications -will bo made in the renewal, but they point out that the Bolshevist menace to India is one of the reasons why Britain should desire the renewal.
