Russell, Minister for Public Health, yesterday, it in intended to cable immediately to Australia that tho embargo on the intercolonial passenger service will bo lifted to tho extent of allowing a restricted passenger service to bo resumed to cover not more than fifty passengers for each ship for tho present. ' The first to bo allowed to come will he soldiers and munition-workers, who, on their way back to tho Dominion, have been prevented from coming because of tho embargo; also specially' necessitous cases. This will apply to steamers leaving both Sydney and Melbourne,
