The Auditor-General's report on tlio expenditure by the Ministry for Munitions for 1917-18 shows that heavy expenditure was often incurred without the sanction of the Treasury. Large losses were incurred through altering or cancelling contracts, ior which extravagant compensation had to he paid. In some cases the cancellation tuused no real loss, but compensation wa3 paid. A quarter of a million was spent m cqurpp.mg a factory to produce a cei•fcain poison gas before it had been decided to manufacture the gas, ana eventually it was decided not to employ it. The sum of £266,000 was spent.on camps to accommodate nr.ners._ lue numbers were never more than 549, and dropped in six months to 96, and some of the camps eventually were empty. * In one case a firm received a contract 'involving £1,000,000 without investigation, though the firm in previous contracts Bad notoriously, made hnge_ profits, and had charged excessive prices.
