MR BALFOUR
RETIRING FROM PUBLIC LIFE. Australian and N.Z. Cable Association. LONDON, May 18. Mr A. J. Balfour (Secretary of State for Foreign Affairs) intends to retire from Parliament and the Foreign Office as soon ai Peace is signed. Tho retiring statesman has been one of the leading figures in the political life of Britain for many years, and for about three years occupied the position of Primo Minister (1902-5). He has been an outstanding personality throughout the war. First Lord of Admiralty in 1915-16, in succession to Mr Winston Churchill, ho in the last-nam-ed year assumed tho office of Secretary of State for Foreign Affairs —a position which ho still holds at the age Of 71. Mr Balfour was born in Scotland in July, 1848. He entered the House of Commons in 1874, and has held many high ollices political and otherwiso, during his very active career. He has been a prolific contributor to the literature of his period.
