In his views of the works awaiting the decision and management ot the council the Mayor was practical as well as exhaustive. His review of works certainly showed, that his experience lias taught Mr Luke to think Mayorally, indeed, in the extended and enlightened manner which takes in the problems of the Greater Wellington with full understanding ot their inter-relationship. It is a good omen that this comprehensive speech of his obtained the approval of the new Labour section that lias found its way into the council. That section has been distributed among the various committees of tne council, and its members will rapidly obtain the help of experience tor "the ideas that have brought them to the front of municipal life. For this they will doubtless be much the better; "it is the rule which applies to all new members. Jn common with the older councillors and the Mayor, they have now a. fine opportunity for practical work. The programme recited by the Mayor of works was rather a list than a programme. A list becomes a programme after practical selection. The most practical treatment is, of course, the selection of the works most practically beneficial. Electric power, water supply, drainage —these stand at the head of the list in usefulness; and of these the most practically useful, indeed, the most necessary, practically, for the city is the securing of the new water-electric power. We trust the council will concentrate , upon that, taking the others m their order.
