A Paris message to the “Now York Herald’’ states, on the highest authority, that the Marquis Saionji, head of the Japanese Peace delegation, is negotiating with M. Clemenceau for a I 1 ranco-Japanese alliance similar to the Anglo-Japanese alliance.
