sirting of one judge from each of tho five Great Powers, The tribunal is to bo guided by tho highest principles ol international policy, and is to have tho duty of fixing whatever punishment it thinks should be imposed. Military tribunals are to be set up by tho Allies to take persons accused of acts of violation of tho laws and customs of war, and the German Government is to hand over all persons so accused. Similar -iunals arc to be set up by any part*..liar Allied Power against whoso nationals criminal acts have been committed. Tho accused are to be entitled to name their own counsel, and the German Government is to undertake to furnish all documents and information, the production of which may bo necessary.
