The "New York World's" Paris correspondent sayß that the British delegates offered a plan for the disposition of Germany's -merchant fleet, under which each Allied country will retain the Bhips seized in its ports. Mr LJoyd George, at the instigation of the British Dominions, now asks that the question be reopened, because British losses in merchantmen were greater than the number of German ships seised in all. ports.
