CITY COUNCIL
REPORTS OF COMMITTEES. The regular meeting of tho City Council was held last night, and was attended by the Mayor (Mr J. R. Luke, C.M.G.). Councillors Barber, Godber, Bennett, McKenzie, Shoriand, Norwood, Thompson, Castle, Lucldc, Hildreth, and Atkinson. FINANCE. The finance committee recommended : —That a notice be served on the owners of premises in Waikato street requiring suca premises to be pulled down within seven days, as the structure is in a dangerous condition. That permission be granted for the erection of a temporary wooden shuto at Main Karori road, subject to precautionary measures being adopted as outlined by tho oity engineer. That action be taken by the city solicitor in the case of a property owner at Riddiford street, reported for carrying out drainage and building work contrary io the provisions of the by-laws. That the council decline to contribute towards the cost of constructing a wall to protect private property at Crawford road, and also deny liability for the. damage alleged to have been caused by a slip of earth at such nroperty. That tho application of the Wellington Free Kindergarten Union for a remission of rates on their land in Taranaki street bo not granted, as tho application does not comply with the exemption provisions of the Rating Act, 1908. That the council denv liability for damages arising out of an accident to a person at Wadeatown. That the council proceed with the proclamation taking certain land at Upland road for, street purposes, notwithstanding tho objection of the owner to the proposal. That tenders be for tho work of replacing the corrugated iron roof at the destructor tipping floor with sarking and asbestos tiles. The committee reported;—That they had been waited on by a deputation representing the Wellington hotelkeepers who made the following request in view of the proposed restriction of hours for the sale of liquor by the Sale of Liquor Restriction Bill: That the council allow a refund of half the license fee for the ennexpired portion of the licensing year, that is half of J 223 6s plus Jill 13s 4d. They further asked that the council arrange for a revaluation of the hotel properties in order that a new annual value can be arrived at for tbeir premises. The committee recommended that the deputation be informed that the council cannot accede to their requests. That they had granted the free use of the Town Hall to the Navy League for their "Nelson Dav” celebration on Friday, October 19th. That they had given careful consideration to tho request of tho residents of Nairn street for the construction of a road at the rear of their property adjoining the Town. Belt, and tho committee recommended that the council agree to a proposal whereby they would, upon receipt of the amount of the estimated cost of tho road from the owners of property concerned, form a road on tho Town Belt of a width of between 26 and SO feet (including one foothpath)—the formation will give frontages to tho private property and the whole road reservation of 66 feet will be on the Town Bolt. That a letter has been received from the Mayor of Onslow advocating tho amalgamation of Onslow with the city, with tho object of economic administration of local bodies, and suggesting, as a necessary preliminary to tho opening of negotiations, a visit of the Mayor and city councillors to the district to thoroughly see tho present conditions in the borough. A report would be presented on tho proposal at an early date.—The report was adopted. OUTLYING DISTRICTS.
The outlying districts committee recommended: That authority be granted to tho officers to negotiate in the direction indicated in the oity valuer’s re* port for the acquisition of a piece of land to round off a dangerous corner in Vogel town. That an application from a property owner for permission to enclose a portion of the unformed road, reservation at Hutt street be refused. That permission be granted to a property owner at Kainui road, Hataitai, to enclose a portion of the unformed road reservation, subject to tho usual conditions. That a request for permission to erect a motor shed on tho unformed road reservation at Cecil road, Wadestown. be not acceded to. That tho encroachers on the road reservation at the Crescent, Roseneath, be informed that the council expects, on April Ist next, to proceed with the widening of Crescent road and will require the encroachments to be removed by that date. That the petitioners for improvements to Antico street, Melrose, be informed that their application will come up for consideration in January next, when other works, already authorised, are completed. That a temporary one-inch water supply pine be extended, to serve property in Old Karori road, provided the applicant pays half tho cost of ths extension, as recommended. The committee reported that it had received a letter from an owner of property fronting Albert street. Island Bay (unformed), complaining of the action of the Salvation Army authorities in erecting a fence and enclosing a portion of such street so that access to his property is obstructed. The committee recommended that the complainant be informed that he has a perfect right to pass and repass over Albert street by reason of his being an owner of land included in D.P. 170, and that he can call upon the Salvation Army authorities to remove the encroaching fence.—The report was adopted. ’ PUBLIC HEALTH.
The public health committee recommended: That the proposal of the Minister for Public Health to reallocate tho expenses of the corporation’s milk inspector on the basis of the Government and tho corporation each paying half salary, and each side retaining
whatever revenue is obtained by themselves, be agreed to. That the Wellington Dairy Farmers’ Co-operative Association bo informed, in reply to their request for an assurance that all milk coming into the city will go through the milk station, that the council intend to carry out the previsions of the law on the matter; and also with regard to their request that an. employee, of the association would be permitted to distribute a parcel of the association’s milk to their small customers from the rnDk station, that they bo informed that an answer cannot bo given to this request until Air Oliver takes up his duties in Wellington, which will be within tho course of a few weeks. That the following milk vendors recently prosecuted for breaches of the Sale of Food and Drugs Act, namely, for selling milk not complying with the regulations, bo warned that if there are any further convictions for breaches of the law their licenses will be endangered:—Messrs Stavely and Weight, A. St. Remain, A. J. Slack, Tl. J. Parker, Messrs. Parker and Ycafs, That a condemnation notice in respect of premises No. 18S, larabten quay, bo served on the owner and occupier, as recommended by the district health officer,—The report was adopted. RESERVES. The reserves committee recommended : That the Lyons Carrying Company bo granted a yearly tenancy of Town Belt section 29, at a rental of .£25 per annum, subject to the usual conditions regarding eradication of gorse, repair of fences, etc. That the offer of Lieu-tenant-Colonel A. E. Young to act as honorary veterinary snrgeon to the Zoo be accepted, and' that the council’s thanks be forwarded to the lieutenantcolonel in an appreciative letter. That the Wellington Cricket Association be granted permission to charge, for admission to the Basin Reserve on October 20th and 27th, subject to the usual conditions. That Messrs H. Sill and Company be granted a license to remove clay from the bank on the road to Morningtbn, adjacent to the municipal golf links, subject to the conditions stipulated by the city engineer; and also that the request of the same company for the right to remove clay from a portion of tho Town Bolt at the north of the golf links be not acceded to.—The report was adopted.
