Dr, Michaclis, Imperial Chancellor, ascompaniod by tho principal members of the Government, soothingly addressed tho Reichstag. Ho dealt with •criticisms regarding the conduct of the Fatherland Party and the propaganda of officials. He stated that there was no objection to officials belonging to political parties; hut abuses favouring any particular party could not bo allowed. All political propaganda in the army were excluded. He deplored the antagonistic forms of propaganda which had recently sprung speakers condemned politics in tho army, but supported patriotic propaganda. - After Herr Hclffenoli had defended his attitude, as reported on Monday, I>r Michaelis promised to take acHon in any cases which were exposert in which higher officials, on behalf ot tho Fatherland Party, had unduly influenced lower officials. He wged the necessity for propaganda at tho tfont and denied that the propagandists woro working in support of the Fatherland Supplementary Estimates wero then adopted, the Soc.al Democrats dissenting.
