HEADS OF DEPARTMENTS BECOME MILLIONAIRES. By Telegraph—Press Association—Oopyrighi NEW YORK, February 27. Bills are pending to rid the State of police grafters. Mr W. •J. Gaynor, Mayor of New York, alleged that before ho became Mayor the usual thing was for the heads of the police departments to leave office as millionaires.
