BALLOT ON QUESTION OF LEGIS- . LATION, LONDON, February. 20. Tho Parliamentary Committee of the Trade Unions Congress will recommend affiliated unions to take a ballot on the question of a legislative eight-hours day. r Two million workers would bo affected.
