FREE PASSAGE OF THE UNITED STATES COASTING SHIPS. AVASH3NGTON, February 17. The United States Senate InterOoeanio Canals Committee rejected Senator Root’s amendment repealing the provision in the Panama Canal Bill for the free passage through the canal of American coasting ships. It is not likely that any action regarding Mr Root’s proposal will be taken during the present session of Congress.
