The newspapers are making a strong afiort to induce the German Admiralty «> regard tho Dominions’ Dreadnoughts as within tho sixteen to ten ratio. Count von Revcntlow, the well-known writer on naval matters, and Admiral Brousinf, a retired officer, maintain that three additional ships aro required above the fixed programme to constitute Germany’s relative ten.
