A NEW SCHEME DRAFTED. (Received February 8, 0.66 a.m.) LONDON. February 7. The council of the Miners’ Fedora* fciou has drafted a scheme to establish one hoard to regulate the wages of all the coalfields in .Britain, the formation of a national wages agreement based on the earning capacity of the collieries, involving an inquiry by the workmen, firstly, into the profits of the come panics; secondly, the cost of produo* tion, selling price, and volume of trade; and, thirdly, the cost of living to the workman, with a sufficient _minC mum wage to meet the necessities of the workman and his family as a first charge upon the industry. It is understood that the next step will be to take the miners’ view of the scheme and to come to a final decision when the majority of the existing agreements expire.
