HONOURABLE SETTLEMENT ANTICIPATED. NEW_ YORK, February 6. Mr Alfred Mitohell-Innes, Councillor of the British Embassy at Washington, in a statement regarding the Panama Canal tolls, says that certain members of the British Government believed that America never intended to violate the Canal Treaty. He was sure an honourable settlement would be achieved. SUBSIDIARY CONFERENCE. (Received February 7, 0.20 a.m.) LONDON, February 6. The reply of the House of Commons to the Commonwealth’s proposal for a subsidiary conference will be dispatched shortly. The delay is due to the collector of statistics showing the effect of the new Panama rates on the traffic between Australasia and Great Britain.
