IZZET PASHA
BEST STRATEGIST IN TURKISH ARMY. PORTE FAILS TO SECURE LOANS. (Received February 4, 1.5 a.m.) CONSTANTINOPLE, February 3. Izzet Pasha, who was commander aft Yemen, has the reputation of being the best strategist and tactician in the Turkish army. He is now at Hademkeni finally instructing 120,000 effective troops for the defence of Chataldeja. The Porte’s efforts to secure two and a half millions from the Deutsche Bank, , and a million elsewhere have failed. The Government now relies on internal subscriptions. Shevket Pasha, though poor, sent £IOOO to the Committee of National Defence. Members of the last Cabinet s rate that Adrianoplo will fall in a few days unless the garrison eats horses and dogs.
