ADOPTS SUFFRAGETTE METHODS. PROTESTS AGAINST VAGRANCY LAWS. (Received January 31, 10.30 p.m.) NEW ORLEANS. January 31. The national convention of Hoboes (tramps) decided te adopt suffragette methods in order to secure release from gaol, when convicted of vagrancy. Protests were niado of the vagrancy laws and their strictness in several States, and the resolutions were ordered to be sent to tho State legislatures.
