REARRANGEMENT OF PORTFOLIOS. MELBOURNE, January 31. Sir Alexander Peacock has been appointed Minister of Education and Labour, and ho also acts as Colonial Treasurer during -Mr Watt's absence in England. Other portfolios have been rearranged. Mr Bilson is to .bo Minister of Railways, Mines, and Forests, and Mr Murray acts as leader of the .Government and Chief Secretary.
