THE RAILWAY BILL
BEAD A SECOND TIME IN HOUSE OP COMMONS. (Received January 31, 10.30 p.m.) LONDON, January 31. In the House of Commons the Railway Bill was read a second time. The Labourites and many Radicals and members of Parliament are memorialising the Government for a commission to investigate the economic position of the railways and their future policy. The Railway Bill, to give effect to the promise which tho Government pave ax the time of the railway strike, td tho railway companies, viz., to promote legislation to facilitate the raising of rates and charges within tho legal maxima when such increases arc rendered necessary by the grant of improved conditions for railway employees—has so far met with great ojiposxtion from traders, while the Government have inserted certain changes in it which, it is alleged, may deprive the companies of the benefit which tho main provision of tho Bill confers.
