CANADIANS SAYS TT IS NOW "ALMOST A CORPSE." MR FOSTER'S VISIT "FRIVOLOUS STATESMANSHIP." ' OTTAWA, January 25. The West Indies reciprocity agreement -was debated on its second reading in the House of Commons. Mr Mac Lean declared that the Liberals were ready to -welcome a tariff agreement with any country. Dr Clark said the question of preferential trade within the Empire is now almost a corpse. In Great Britain tariff reform was dead. Canada ought to follow freetrade in Great Britain's footsteps. Dr Clark criticised Mr Foster's proposal to initiate trade preference with Australia and Germany, while refusing the United States' offer, although the latter's trade was worth twenty times as much. The trouble with "Mr Foster's Australian trip was the expenses of travelling, which were likely to exceed the actual benefits received. The trip was merely a frivolous piece of statesmanship. Nero was seri-ous-minded compared with Mr Foster.
