LONDON, January 23. “Tho Times” publishes an appreciative notice of tho lato Mr Arthur Lloyd Windsor, whoso name, it says, has always been associated with Australian schemes of social reform and humanitarian legislation. [Mr Windsor’s death was announced at Melbourne on January 21st. Ho was bom in Barbadocs in 1836. Ho was for a brief period editor of the Melbourne “Argus,” and, resigning that position, was for some time editor of tho Mount Alexandra “Mail.” He was also editor of the “Ago” for manj years.]
