(REUTER'S TELEGRAMS.) London, November 22. Later news from the Cape state that Sir Garnet Wolesley stormed Secocoeui’s stronghold. The aspect of affairs in the Transvaal is less threatening. There were no wool sales to-day, owing to a thick fog. Severe snow storms have occurred in Lugland. Arrivals : Clyde, from Sydney, 2Tth June Harvest Home, from Port Victoria, 30lh July ; Queen of Nations, from Sydney, loth July. Three per cent, consols, 98|. Dublin, November 22. A crowded meeting was held to-day, protesting against the recent arrests. Mr. Parnell and other leaders of the Hsme Rule party were present. He condemned thfe action of the Government, and advised the Irish to persevere and secure free land. Rome, November 22. A new Ministry has been formed, under the presidency of Signor Cairoli, as follows : Terez, Minister of Commerce; Magliano Finance ; Cairoli, Interior ; Villa, Justice ; Marciui, Education ; Baccatini, Public Works; General Bonolli, War. New -York, November 22. The “ Bull’’ speculation in railways has collapsed, Sydney, Tuesday. Mr. Alexander Stuart, merchant, and also a member of the Assembly, has been appointed Agent-General at London. The bushrangers will be tried at Sydney on Monday for the murder of Constable Bowen. Sailed ; Hero. Melbourne, Tuesday. The defendants in the totalisator cases were only fined in nominal amounts. (MELBOURNE ARGUS SPECIAL.) London, November 20. The Cabinet directed the arrests in Ireland. Davitt is a released Fenian, Keiller a barrister, and Daly a daily newspaper proprietor. The Home Rulers have convened meetings in Ireland and England to denounce the Government and raise defence funds. Count Schouvaloff, the Russian Ambassador ( has resigned in disgust at the duplicity of Princ e Gortsohakoff, which was made clear by the Afghan disclosures. The Pope has condemned the Ultramontane tendency of the Belgian bishops and counsels moderation and submission to the laws of the country. An escape of petroleum in a tunnel caused an explosion in California ; fifty Chinamen were killed. The Wesleyan Centenary Fund amounts to £200,000. The Arab Tabia dispute has been settled iu favor of Eoumania.
