This Association is promoted with the Mr] M of securing for its members freehold farm-, in the Waimate Plains (or some other miUMLlocality) on the moat favorable terms ami conditions, with a view of supplying, to smno extent, the great and increasing demand for small holdings for bona fide settlement. As soon as the block is decided upon, and tlm m < - liminaries arranged, it will be surveyed iM.» sections of limited area and apportioned, by h*t or otherwise, according to rule? to be ajro* d upon at a general meeting of the subscribim,members of the proposed Association, in selections of a minimum value of One Hundr d Pounds (£100) sterling, and a maximum value of Four Hundred Pounds (£100) sterling. The Provisional Directors will endeavor t > induce the Government to grant to members of the Association such modifications of the land on deferred-payment clauses of the Lam! Act, 1567, as may facilitate occupation by bona fide settlers and subscribers without necessitating strict compliance with the present provisions of those clauses. The Pn*\ ?- sional Directors will also endeavor to make provisions for ample reserves for religion-, educational, recreation, and public health purposes, as suggested by the Minister of Lands to the deputation which lately waited upon the Government with the view of bringing this scheme under their notice and favorable consideration. The payments are to be computed on some well-defined, liberal, and easily-understood system of deferred payments, to be made by instalments extending over a period of, say not less than ten (10) years. Each subscribing member will be required to deposit a sum equal to ten per centum of the total value of the share of land he applies for before his application c ui be entertained, and a further payment of two per centum per month on said total value until such time as the block to be applied for is acquired by the Association, and possession can be given to applicants, or until such time as the Association shall make arrangements with the Government for allotting land to the nibscribers, provided always that such monthly payments of two per centum do not extend to a further period than six months from date of application. All moneys received are to be paid into the Colonial Bank of New Zealand to the Association’s account, to be opened !n the name of the Trustees, on fixed deposit bearing interest, and no withdrawals or payments to be made by cheque against such account without the authority and signatures of the Treasurer, one of the Trustees, and three Directors, being first obtained. Agents, or Acting-Directors, for the Association, will also be appointed in all the centres of population throughout the provincial district as soon as practicable. As soon as, in the opinion of the Provisional Directory a sufficient number of shares are applied for, a general ixmeMug of subscribing members will be called for the purpose of passing and adopting permanent rules and by-laws or Articles of Association for the future guidance of the Association, and also for the election of a permanent Board of Directors and Management. If the Provisional Directors are unable to make satisfactory arrr ligaments with the Government, or if from any other cause they find that they are unable to carry out the scheme sugge ted by Jus prospectus, they may return to each subscriber the amount of his subscription with accrued interest, less his share of the expense or liabilities then incurred. As it is of the utmost importance and imperatively necessary that no time should be lost in organising the business of the Association, the Provisional Directory, therefore, stipulate that the list of subscribing members should be finally closed not later than the 31st January, 18S0.
