The Provisional Directors will endeavor to induce the Government to grant to members of the Association such modifications of the land on deferred-payment clauses of the Land Act, ISO 7, as may facilitate occupation by bona fide settlers and subscribers without necessitating strict compliance with the present provisions of those clauses. The Provisional Directors will also endeavor to uvke provisions for ample reserves for religion--, educational, recreation, and public health purposes, as suggested by the Minister of Lauds to the deputation which lately waited the Government with the view of bringing this scheme under their notice and favorable consideration. The payments are to be computed on some well-defined, liberal, and easily-understood system of deferred payments, to bo made by instalments extending over a period of, say not less than ten (10) years. Each subscribing member will be required to deposit a sura equal to ten per centum of the total value of the share of land he applies for before his application can bo entertained, aud a further payment of tw> per centum per month on said total value net.*: such time as the block to be applied for is acquired by the Association, and possession can bo given to applicants, or until such time as the Association shall make arrangements with the Government for allotting land to the subscribers, provided always that such monthly payments of two per centum do not extend to a further period than six months from date of application. All moneys received are to be. paid into the Colonial Bank of New Zealand to the Association’s account, to be opened in the name of the Trustees, on fixed deposit bearing interest, and no withdrawals nr payments to be made by cheque against such account without the authority and signatures of the Treasurer, one of the Trustees, and three Directors, being first obtained. Agents, or Acting-Directors, for the Association, will also be appointed in all the centres of population throughout the provincial district as soon as practicable. As soon as, in the opinion of the Provisional Directory a sufficient number of shares are applied for, a general meeting of subscribing members will be called for the purpose of passing aud adopting permanent rules and by-laws or Articles of Association for the future guidance of the Association, and also for tin; election of a permanent Board of Directors and Management. If the Provisional Directors are unable to make satisfactory arrangements with the Government, or if from any other cause they find that they arc unable to carry out tile scheme sugge ted by - his prospectus, they may return to each subscriber the amount of his sub-crlp-tion with accrued interest, less his share of the expense or liabilities then incurred. As it is of the utmost importance and imperatively necessary that no time should bo lost in organising the business of the Association, the Provisional Directory, therefore, stipulate that the list of subscribing members should be finally closed not later than the 31st January, ISSO.
