We can exhibit best in a tabular form the present state of the representation in the various provincial districts, and the distribution which ought to obtain, taking as the basis of our calculations the population of each district as given by the returns of the census which was taken last

These figures speak for themselves. They show that we are entitled to four more mem- , here, and that no other district is so unfairly represented as we are; indeed, with the exceptions of Westland, which is entitled to one member more, and Otago, whinh is entitled to two members more, the other districts have at least their full due, and many of them have more than their just share. The most glaring instance of over-representation occurs in;the case of Nelson, which has nine members when ic ought to have five ; it has one member for about every 2800 inhabitants.
