(IiSUTER'S TELEGRAMS.) London, August 15. The delegates of the miners who recently met at Manchester resolved to establish a voluntary emigration fund ; all workmen to be eligible. Parliament was prorogued to-day. The Queen's speech says that foreign relations are friendly and cordial. The Treaty of Berlin is being faithfully executed by all who took part in it, and a calamitous war has been thereby prevented. Reforms have been introduced in the administration of affairs in Turkey, and the British Government will continue to urge upon the Sultan the execution of these reforms. The misgovernment of Egypt had compelled Great Britain, in conjunction with other powers, to effect a change of Khedive. The treaty of peace lately concluded with the Ameer of Afghanistan guarantees safety and peace to India, and the British frontier has been thereby strengthened. Her Majesty trusts that the recent successes in South Africa will lead to a speedy conclusion of peace. There was no mention in the speech of the Greek question. The Chancellor of tbo Exchequer, in reply to a question, said that in consequence of the great excitement on the frontiers of Thessaly and Epirus, the Turkish and Greek Governments had strengthened their forces ; but the British Government did not consider it necessary to mention Greece in the speech. ■August 16. The subscriptions for the Wellington City Loan amount to £365,000. Tenderers at 101 receive 38 per cent, of the amount they apply for. Three per cent, consols, 97| ; five per cent. New Zealand (10-40) loan, 103 J. Beat Australian beet tallow, 325. 6d. per cwt.; ditto mutton tallow, 345. 6d. per cwt. "At the wool auctions during the past week 44,660 bales have been catalogued. There was a fair demand tor scoured wools, which found most favor with buyers. The American harvest prospects are favorable. Quebec, August 17. Serious riots occurred between the French and Irish ship laborers at Quebec, and several were killed and wounded. The artillery and military were called out. Vienna, August 15. An official Gazette, published to-day, announces the retirement of Count Andrassy. Madrid, August 16. The marriage of King Alfonso with the Archduchess Maria Christiana is fixed to take place on the 28th November. Melbourne, Monday. It is believed that the Commercial Bank robbers are two escaped prisoners. The black trackers are in hot pursuit, but owing to the heavy rains the tracking is very difficult. COLLIERY RIOT IN NEWCASTLE. Stdkbt, Monday. Owing to the action of the miners at Lambtou Colliery, in refusing to abide by the vend system, a large body of other miners have seized the Lamhton works. Disturbances ensued, shots were fired, and one man was injured slightly. On the police arriving the crowd dispersed to a monster open-air meeting. Thirty-five miners have arrived from Adelaide for the Waratah Colliery, where the miners are locked out.
