•The Pall Mall Gazette thus explains the origin o£ the war which has broken out between the South American republics of Chili and Bolivia:—“ln Europe freetraders have to submit, to protection at their neighbors* pleasure, growl at ifc ; though they may; but in the warmer atmosphere of the South American republics a war of tariffs may, it seems, entail very serous consequences indeed. The Boli- ; yian authorities have taxed the Chilian exports of nitre from Aufcofogasta, and all Valparaiso is up in! arxn& In'Bolivia’s excuse it may be urged that her duties are imposed entirely for purposes of revenue ; ’and, as direct taxes, are not knpwn in the republic, she has continually to' devise some fresh custom-house expedient to make her two ends meet. That, however, is a. matter [which the good people of Valparaiso do not probably .'themselves to go into ; ' and if, by threatening Bolivia with war, President Pinto can get the r obnoxious duty repealed, ‘ from a South American point of view he will;be considered to be acting quite withinhis rights.
