(REUTER'S TELEGRAMS.) Berlin, February 12. The German Parliament opened to-day. The Emperor's speech declared it necessary to revert to the protectionist principles in force anterior to 1865, in order to secure a home market for home productions. London, February 10. Consols, 96J ; wheat, fid. lower. February 12. Fifteen swift and powerful steamships of large size have been chartered to be used as transports for the conveyance of reinforcements to the British forces at the Cape. l . The British Government has announced its willingness to subsidise a telegraphic cable to the Cape, and it is probable that immediate steps will be taken to have one laid down. February 14. The Premier made a statement in the House of Lords, and a similar one was made in the House of Commons, calling upon the country to wipe out the disaster that had taken place in Zulu land, and also stated that the Afghan expedition had achieved its object The protection of the frontier is preserved by the independence of Afghan. Hopes of the weather improving will mitigate the distress. Bombay, February 13. The Indian Government have offered to supply a contingent of troops for despatch to the Cape. Melbourne, Friday. The Underwriters' Association report under date, London, 11th instant, the arrival of the ship Langstone from Lyttelton. Arrived—Tararua. Sydney, Friday. Mr. Fitzpatrick has been elected leader of the Opposition in the Assembly. Lady Robinson laid the foundation of the central tower of the Exhibition building yesterday, in the presence of a large assemblage. Serious bush fires are raging in the Albury district.
