SPECIAL TELEGRAM. London, December 5. Roberts had a grand victory at Periwar, capturing all tho guns. The loss of the enemy was enormous. The British lost a hundred men. The Ameer’s hostility obliged the Government to send an ultimatum, which was disregarded, and they directed the expedition to cross the frontier. Estimates are being prepared. The immediate return of the Duchess of Edinburgh to England is regarded as a peaceful sign. The Queen’s speech on opening Parliament will probably abstain from reference to home matters, but will advert to the Afghan difficulty and tho necessity for a revised frontier. It will also indicate that the foreign relations of Great Britain in Europe are friendly. Wo amendment is expected to bo proposed, but the Opposition will move a subsequent resolution disclaiming all responsibility for the war. The Caledonian Bank is now in liquidation. Tho other banks are paying their deposits. The Liberal leaders have decided to move no amendment to the address in reply to her Majesty’s speech. Instead of this, they will introduce a motion censuring the policy of the Government, but not refusing supplies. '
