(REUTER'S SPECIAL TO PRESS AGENCY,} Constantinople, December 4. Khonedidino has been appointed Vizier ; Karatheodoro Pasha has been appointed Minister of Foreign Affairs ; Osman, Minister of War. An Imperial hatt recommends the immediate execution of extensive reforms. Negotiations have been opened between Turkey and Russia for a definitive treaty of peace.
