SPECIAL TELEGRAM. London, December 8. A message from the President of the United States promises that an investigation will be held into the electoral returns frauds ia the Southern States. He. deprecates any change in the existing financial legislation. It is generally stated that the Russian Ambassador at Constantinople has informed the Grand Vizier that the Russians would hold Adrianople, Thrace, and other important points until the departure of the British ironclad squadron. • A Canadian new four per cent, loan of three millions has been issued. Half the loan is guaranteed by the British Government. There are rumors that Parliament will be dissolved in January. A telegram from tho Viceroy of India, which stated that Jellalabad had been evacuated, has been confirmed. There are no Afghan troops nearer to the Kyber Pass than Cabul. St, Petersburg, December 3. The Emperor of Russia is on a visit to Moscow. In a speech delivered there he expressed the hope that a definite treaty of peace would shortly be concluded.
