RAILWAYS CONSTRUCTION BILL.
The following is tho full text of tho above Bill : This Act shall be deemed to be a special Act, autlmrising tho construction or extension of all or any of the railways mentioned in the schedule hereto, and any railway constructed under tins Act. shall bo so constructed under and subject to the provisions of Parts 1./IL, ill,, IV., and VI. of the Public Works Act, 1870, which said parts, together with the provisions of any Act amending the same, are hereby incorporated with this Act. Tho Governor may from time to time, in the name and on behalf of her Majesty, contractor enter into arrangements with any person for tho construction, extension, or maintenance of all or any of the railways mentioned iu the said schedule, and for that purpose may do or cause to be done any of tho follow ing things : —(1.) Cause such Inquiries, reports, and surveys to be made, and such acts and proceedings to bo dono and taken as may bo necessary to determine the best lino and direction of such railway. (2.) Take, purchase, or agree to purchase any land necesmry or requt-ite for the construction or extension of any such railway. (3.)Contractthat any of tho said railways shall be constructed and maintained, or extended and maintained, upon tho terms that no moneys shall bo paid or payable in respect thereof until the whole of tho works connected therewith havebeen fully completed In accordance witli such contract. The Governor may purchase, or agree to purchase or acquire, from the native owners, any lands deemed rece -saryfor the construction or extension of any railway ment oned in Die said schedule ; and every such purchase or acquisition, or agreement to purchase or acquire any such lauds, shall be deemed to bo a purchase or acquisl'ion within the meaning of the Government Nat’vc Land Purchases Act, 1877. For the purpose of paying for tho construction, extension, or maintenance of any of the lines of railway mentioned in the schedule hereto, or for tlve purchase or acquisition of any land required for tho same, there may from time to time bo issued and applied out of tho Public Works Fund any sum or sums of money not exceeding tho sum mentioned in the schedule and sot opposite tho name of each line of railway. The construction of tho branch lino of railway mentioned in tho said schedule ns “Main lino to Shag Point” shall bo contingent upon the cost thereof being defrayed by tho Shag Point Coal Company, Limited; and such branch lino,[when constructed, shall be managed and worked upon such terms and conditions ns shall »-o agreed uponby tho Minister for Public Works ami tho said company. Out of any Crown lands withdrawn from sale under tho provisions of tho Land Act, 1877, tho Governor may from time to time set apart lands of special value for sale or disposal under tho provisions of tho said Act; but no such sale or disposal shall take place until after two months’ notice thereof has been gazetted. Tho schedules describe tho lines and tho moneys appropriated The lines move immediately affecting Wellington mentioned in the schedule arc the Wellington to Foxton, by West Coast, sum appropriated £410,000; and tho Masterton to Papatu via Woodvillo, £030,000. ’
