• Thursday, October 10. Present—Tho President; Clergy: Archdeacon Stock, Revs. 8.-XI. Xlarvey, R. J. Thorpe, A. Towgood, W. Ballachey, T. L. Tudor, J. F. Tcaklo, R. Coffey, C. H. Gossett. C. D. DeCaatro, H. T© Herokau, C. H. S. Nicholls, J. McWilliam. and P. Fancourt; Laity; Messrs. VV.XI. Quick, E. "W. Lowe, Captain Hewitt, D. Porter, R. Hunter, TV. France, C. P. Powles, 11. T. Clarke, Colonel Leckic. A. F. Halcoinbe, G. w, "Williams, J. H. Piimmer, J. H. Mann, G. Bidsbury, J. Lockett, C. Rous-Marten, and G. Beetham. The proceedings opened with prayer. The minutes of tho former day were read and confirmed. The President laid on the table tho report of the Industrial School, Wanganui, and tho report of Mr, J. R. Sanders, schoolmaster. Mr. Powlks moved that the report and balancesheet Of tho diocesan fund bo adopted and printed in the Synod report, with the tericr of church land. Seconded by Archdeacon Stock, and carried. Archdeacon Stock moved, seconded by Mr. Quick, , —That the report hf tho Standing Committee bo adopted and printed. Archdeacon Stock moved, and the Rev. B. W, Harvey seconded,—That" the balance-sheets of tho pension fund, pension fund capital account, and of the endowment fund be adopted and printed in tho report. Archdeacon Stock moved, and Rev.B. W. Harvey seconded, —That the report of the Melanesian mission bo adopted and printed In tho report of the Synod." The suspended debate on Mr. Powles’ motion was resumed. The motion was put by the President, and curried. Moved by Mr. X’owles, and seconded by Captain Hewitt, —That in tho opinion of this Synod tho present system of having a fresh election before each triennial meeting of the General Synod is inconvenient, and positively prevents tho efficient working of our Church system ; and that the General Synod be requested to-take this matter into consideration at its next session, with a view to its alteration.—Lost. Archdeacon Stock obtained leave to print in the appendix of the report a notice of motion for the next .year’s session of tho Synod,—That tho General Synod give greater powers to tho diocesan trustees of any diocese to manage diocesan properties. Moved by tho Rev. F. J, Teakle, and seconded by the Uov. B. W. Harvev,—Tlmta printing committee bo appointed, with power to print in tho report of the Synod such matters as may bo ordered, or m »y seem to them desirable, from papers, reports, or other documents laid on the tabic ; and with power to confirm tho minutes of the last day's session : to consist of the President, Archdeacon Stock, Rev. B. W. Harvey, and Mr. Bidsbury. Moved by Archdeacon Stock, and seconded by 0. Rous Martek, —To add to standing orders the following standing order: —"That any motion of which notice has boen given shall bo moved by the giver of the notice, if present, unless ho obtain tho leave of the Synod to withdraw tho motion. In‘his absence it shall bo moved, pro forma, by one of tho secretaries.” Tho motion was referred to a committee to revise standing orders. Mr. Powles obtained leavo to move without notice tho following motion, seconded by Archdeacon Stock: —That a committee bo appointed to revise tho standing orders, such committed to consist of Archdeacon Steak, Messrs. Rous-Marten, Lowe, and Diclsbury,— Carried. Moved by Archdeacon Stock, seconded by tho Rev, 11. Coiutey,—-That leave bo given to introduce a Bill to add the following words as a now clause to Act 4 :—That u parish meeting, other than the annual meeting for the election of parish officers, shall bo called by tho curato whenever lie be requested to call such meeting by a requisition signed by three members of tho vestry and by three parishioners: and that the provisions for the annual meeting shall be hold to apply to such special meeting.—Lost. By leave of tho Synod Mr. Halcombo’s name was added to tho Rev. B. W. Harvey’s committee. Notices of motion were given by Hr. Hunter and adjourned.
FRIDAY, OOTOIIBJR 11. Present.—The President; Clergy: Archdeacon Stock, Eov. T. Fanceivt, Rev. 11. Coffey, Rev. R. F. Teakle, Rev. A. Towgood, Rev.R.A Thorpe, Rev. B. W. Harvey, Rev. C. K. Gossett, and Rev. J. Mo William ; Laity; Messrs. W. H. Linch, A. W. F..Halcombo, W. G. Williams, J. H. Plummer, W. 1 ranee, R. Hunter, D. Porter, M. T. Clarke, and Caplain Hewitt. The proceeding* opened with pmjer. The minutes of the former day's proceedings were read and confirmed. The President laid upon the table the balance sheets of the i'apawai and Kaikokirikiri Trusts, cf the Harrington Trust, of the Povima College Trust, and Porima and Harrington Trusts. The Rev. T. Fancourt read the report of the committee on returns from parishes and parochial dis? trlcts, a tabulated statement from such returns, and a tabulated statement from schedule A, and gave notice that lie would move that the report and tabulated statement bo adopted, and printed in the reArchdeacon Stock obtained leave to introduce a Bill to amend a clause in Act 4, by adding the words—- “ The payment of the curate’s stipend shall be a first charge upon the resources of any parish or parochial district.” , _ , . Moved bv Archdeacon Stock, and seconded by Mr, Quick. —That the Bill be read a first time.—Carried. Tlie Bill was then read a first time. Archdeacon Stock moved, and the Rev* B. W, Harvey seconded,—That the BUI bo read a second time. —Carried. Bill read a second time. The Synod then went into committee. Clause I was read, and amended by striking out the words “ or parochial district.” Archdeacon Stock obtained leave to suspend standing order No. 24 so that the Bill could be read a third time and passed. Bill read a third time ami passed. Archdeacon Stock obtained leave to introduce a Bill to amend clause 12 B. by adding the words “ except that of the Easter offerings.” Moved by Archdeacon Stock, and seconded by Mr. Quick,- That the Bill bo read a first time.—Carried. Bill read a first time. , . . . Moved by Ajchdeacon Stock, and seconded by Bev. B. W. Harvey,— 'That the Bill be read a second time. Synod divided.—Carried. The following words were added "Which shall bo handed over to the curate at the time of collection without being counted." Synod divided.—Carried. Archdeacon stock obtained leave to introduce a Bill to repeal Act V. Moved by Archdeacon Stock, and seconded by Mr. Quick, —That the Bill be read a first time.—Carried. Moved by Archdeacon Stock, and seconded by Mr. Cj.akis, —That the Bill bo read a second time. Moved by Mr. Quick, and seconded by the Rev. A. Towgood, —That the Bill bo read this day six months.—Gamed. Moved bv Archdeacon Stock, and seconded by Mr. Franck,— That in resolution 13 the words “the last Sunday” be changed to “ one. ’—Lost. Moved by the Rev. R. Coffey, and seconded by Archdeacon Stock,— That tins Synod desires to place •on record its deliberate conviction that any system of public instruction which excludes the Bible as a textbook is eminently unsatisfactory. Moved by Archdeacon Stock, and seconded by Mr. Williams, —That tho debate be adjourned.—Carried. Moved by the Rev. A. Towgood. and seconded by Archdeacon Stock,— That Archdeacon Stock and Messrs. Buchanan and llalcombe bo appointed diocesan nominators.—Carried.
