CUSTOMS TARIFF BILL.
This Bill provides that on and after the 7th day of August, 1878, certain duties shall be substituted in lieu of those payable on the articles enumerated in the first schedule, and repeals the duties on the articles mentioned in the second schedule hereunto annexed, on and after the Ist of January, 1879.
FIRST SCHEDULE. Bicarbonate of soda, is per cwt; cream of tartar, Id per lb; lariaric acid, Id lb; fish (potted and preserved), sardines, jams, jellies, marmalade, and preserves, Id per lb or reputed package of that weight, and so in proportion for packages of greater or less reputed weight; bottled fruits Is per dozen; mustard, Id per lb; pickles, Od per dozen pints or reputed pints, and in the same proportion for larger or smaller sizes; sauces, 2s per dozen reputed pints, and iu the same proportion for larger or smaller sizos_; starch. 3s per cwt; blue. Id per lb; lead and composition piping, 2s Od per-cwt: nails, 2< do; naphtha, Gd per gallon ; wrapping paper, brown, 2s per cwb; do, other kinds, 2s Od do ; paper bags, Os do ; woolpacks, 2s Cd per dozen. Boots and shoes—Men's, No. 0 and upwards, 12s per dozen pairs: youths’, Nos. 1 to 5, 10s do do ; boys’. Nos. 10 to 13, Os do do; women’s, No. 3 aud upwards. 8* do do; girls', Nos. 10 to 2,0 s do do; girls’, Nos. 7to 9,5 s do; children’s, Nos, oto 0, aud slippers, 3s do do ; women’s lasting and stuff boots, 7s do do; goloshes v of all kinds, 2s Od do ; slippers, other than chifdrcn’s, 5s .do do. Wines, sparkling, 0s per gallon.
SECOND SCHEDULE. Accoutrements, arrowroot, arsenic, axlos (> axle-arms and boxes, bacon and hams, •‘baskets and wickorwaro, beef (salted), bellows, boot clastic, building materials not otherwise enumerated, butter, candlenut oil, carriage and cart shafts, spokes, felloss, and naves in the Spugh, chains of ironfeheose, clogs and pattens, cork soles, cornsasks, fireworks, flour bags, grain, grain (ground), groats (prepared), glue, gutta pcrcha manufactures (not being wearing apparel, and not otherwise enumerated), iron wire, maccaroni, maizona and cornflour, paints (wot or dry. other than‘paint, mixed ready for use), peas (split), perambulators, photographic goods, pitch and tar, pork (salted), posts and raiK provisions (preserved, not otherwise enumerated), sago, saltpetre, silk for flour dressing, spirits of tar, steel, swords, tapioca, tools (artificers), treacle and molasses when mixed with bone black in such proportions and under such regulations as the Commissioner of Cmtoras may prescribe iu that behalf, vegetables (dri'ul), vennico li. In lion of the duties of Customs now chargeable on the undermentioned articles, the following duties shall, on and after the Ist day of January, 1879. be chargeable thereon Sugar, treacle, and molasses, Id per lb; glucosc, ! £d per lb; tea, 4d per lb; wine, Australian, containing not more than 35 degrees of proof spirits, verified by Sykes’ hydrometer, the gallon, or for 0 reputed quart bottles, or 12 reputed pint bottles, 2s, -Before any Australian wine is admitted to entry at the rate of duty specified, the importer or his authorised agent shall produce to the Colleccor of Customs a certificate, in such form os the Comralsmissioner of Customs may proscribe, shewing that such wine was really and bona fide the produce of Australia. The value of goods chargeable with ad valorem duty must be verified by the production of the original invoice, and also by the declaration of the importer. Any l person knowingly making false declarations is to be liable to like penalties as in a case of perjury. Discounts are not to be allowed unless shown on the original invoice. The oth section of-tin* Customs Tariff Act, 1803, is repealed ; If the importer of goods chargeable with or Bible to a duty ad valorem, or Ms agent, shall neglect or refuse lo pay the duties imposed thereon after such examination and assessment as prescribed by the Customs Tariff Act, 1873, and also the cost .of such ox*, amfnation and assessment in the event of the valuation being greater than declared on the bill oT entry, the Collector of Customs or proper officer shall, subject to the approval of the Commissioner, take and secure such goods with the packages thereof, and cause the same to be sold by public auction within the space of one month after such examination, and at such time and place as such Collector or other officer shall, by notice {published in some local newspaper at least four days before the day of sale, appoint for that purpose. The proceeds of the sale are to bo applied, firstly inpayment of the duties, costs, charges, &c., and the bianco (if any) is to bo thus applied One moiety to the offices who have detained the goods, in such proportion as the Commissioner shall direct, and tho other to the Public Account. The Collector may take goods forthe Crown on paying the declared value with an addition of ton per cent. Tho provisions of sections 11, 02, and 93 of the Customs Regulations Act, 1853, are to apply to sugar for home consumption. ' ‘
