SPECIAL TELEGRAMS. London, September 10. There are now 108,000 persons destitute and suffering from fever in the fever districts of the United States. Deaths are increasing and the fever spreading. - One fourth of .the British troops now stationed in garrison on the island of Cyprus are sick of fever.
There has been severe fighting at Los Biboes, Tho Austrians were defeated with a loss of several hundred, and were forced to retreat to Zavalze. Nows from Africa state that tho European factories in Dahomey have been pillaged by the natives.

Germany proposes tfiat common action of the other great Powers be taken in order to compel the Porte to execute the stipulations of the Treaty of Berlin. England and Italy have consented to this being done, contingent upon the other contracting Powers also agreeing. ■
