SPECIAL TELEGRAM. London, August 17. The relations between Austria ami Turkey continue unsettled. No convention has yet been signed. Great military preparations continue in Bosnia. Three Austrian regiments refusing to advance were decimated, and the soldiers continuing mutinous, more executions followed. Those remaining were then sent prisoners to Austria. A Servian loan of seventy-four million francs has been negotiated with a Paris banker. The I\foniteuy announced a change of the Egyptian Ministry to-day. The administration of the country is now entirely out of the hands of the Khedive. Livers Wilson is the Finince Minister. The match with Lancashire resulted in a draw. A pretended ultimatum by G-ermany to the Porte is discredited. Hoedel, who attempted to assassinate the German Emperor, has been beheaded. Colonel Stanley stated in the Commons that the news from Cyprus was favorable, but he did not explain the difference from the [Daily News' account, which says that the efficiency of the corps is paralysed by fever. Two-thirds of the medical staff are down very ill, and five deaths have occurred amongst them. The bank mininum is unchanged. Heavy losses are reported at the Stock Exchange settlement. 'Che bank reserve is slightly better. Business in all departments of the Stock Exchange is dull. The market for Australian securities shows no sign of recovery. In the corn market wheat has advanced from a shilling to eighteenpence. The second innings of Lancashire closed for 162.
