(REUTER'S SPECIAL TO PRESS AGENCY.) Melbourne, 9th July. The Parliament opened to-day. The Governor’s speech promises constitutional reform and railway extension. A Bill to purchase the Hobson’s Bay Railway, and loan Bills for railways, water-supply, and public works will be laid before the House. There,will be a discussion on the address in the Council to-morrow. In the Assembly Mr. Pearson, in a conciliatory speech, moved the reply to the address, which was seconded by Mr. Mason. The debate was adjourned until to-morrow.
