SPECIAL TELEGRAM. London, July 3. At the Congress Austria demanded the freedom and neutrality of the Danube towns; peace is understood. It is admitted re question of indemnity to let Russia and Turkey arrange conditions. Turkish creditors have first claim, Bismarck warned Russia that in the event of failure in payment, no territory will be claimable. The European settlement of boundaries is final.
