The Emperor of Russia has informed Congress, in reference to Lord Beaconsfield’s suggestion for the conditional acceptance of the arrangements agreed to by Russia, England, and Austria regarding Bulgaria, that the question may be amicably arranged provided the administrative autonomy of South Bulgaria be secured, and no Turkish troops be quartered therein.
