Austria and England demand the immediate discontinuance of the Russian occupation of Bulgaria, and that after the final conclusion of peace a Turkish garrison shall occupy the Balkans, Lord Beaconsfield maintains that the continuance of the sitting of the Berlin Congress must be conditional on Russia’s withdrawal of her troops from Constantinople, whereupon the Russian plenipotentiaries appeal to the Czar. The Times this morning announces that Russia, England, and Austria have agreed regarding the boundaries of New Bulgaria. London, June 22. Bank rate of discount, 2J ; market rate, 2J ; wheat, Adelaide, 525. to 545. ; flour, 365. Securities unchanged. The wool sales are progressing firmly at a further rise of from a halfpenny to a penny. There is a motion before the House for applying one million of Church surplus funds towards middle-class education. Charles Mathews, the comedian, is very ill, and his life is despaired of. SPECIAL TELEGRAM. London, June 23. Congress sat for three hours. England and Austria demand that the Balkans be the limit of Bulgaria conceded. The concessions made by Russia remove any further danger of a crisis as regards affairs in the East. The situation excites popular opposition in St. Petersburg. The Turks will fortify the Balkans.
